…rkflow The go-dependency-submission action requires `contents: write` permission to submit dependency snapshots, but `pull_request` events provide a read-only GITHUB_TOKEN. This causes "Resource not accessible by integration" errors on PRs. Since dependency snapshots only need to be submitted when code lands on main, the `pull_request` trigger is unnecessary.
